No city in modern history has borne more eloquent testimony to the tenuous nature of warlike alliances than Berlin. At the moment when the American chiefs-of-staff began to concentrate on a military victory to the war in Europe, and ignore the political consequences of the outcome, the seeds were sown for a conflict of potentially greater moment than the one which was even then coming to an end.
